Chinese companies are just as greedy and want short term profits as American companies. In a free market, no company will spend tens of billions of dollars of upfront costs to build a slightly less advanced semiconductor chip because that will never sell. The industry leader will undercut you on both providing a more advanced chip, and on price because they have the scale. The incremental cost of manufacturing the marginal chip is tiny, all the cost is upfront in the R&D and construction of manufacturing facilities. No private investor is willing to finance a bottomless money pit. That’s why the global leaders are consolidating in a tiny number of companies (TSMC for fabs, ASML for lithography). Even companies like Intel and Samsung are finding it hard to compete, and Intel was looking to exit. Now with US sanctions all of a sudden a company like HW can’t access chips. Along every other tech hardware company in China now knows that the US can and will sanction you. Now an artificial market is created. It’s almost like a reverse tariff. Now it makes business sense to pour billions into a semiconductor supply chain, because the rewards are there.
