I really don't think we'll need to wait all the way to 2029 for us to see FFXVII. I'd be willing to bet that XVII has already been in pre-production at CBU3 since last year, since the last year of XVI has been spent on polish. From my understanding, XVI's development only took as long as it did due to a combination of having to hire a lot of new staff since CBU3 had never tackled a large single player game before + COVID happening mid-development. CBU3 won't have either of those problems anymore, depending on how much of the XVI staff sticks around to develop XVII.
My bet is that the upcoming FF franchise schedule might look like this:
XVI -> Tactics Remaster announced and released (could be placed shortly after FF7R2 if this holiday season is too crowded) -> FF7R2 -> IX Remake announced and released -> FFXVII announced -> FF7R3 -> FFXVII
EDIT: On second thought, I'm not sure why FF7R3 is actually going to be any faster to develop than a theoretical FFXVII, since if XVII truly has been in pre-production for a while already, it'd likely be slightly further along than 7R3 and might release before 7R3 does, by virtue of 7R2 still being in active development and not being released yet at this point. Though that would probably depend on how IX remake is treated above all else, if SE thinks it is sufficient enough to hold the gap between 7R2 and 7R3 by itself and give extra time to XVII for polishing in the meantime.
It's not just that no one else appears to be available, there has been recent movement within CBU3 that is close to what some people on this very forum saw a long time ago, that resulted in them correctly calling out that CBU3 was making XVI about two years before it was actually announced.
- Ishikawa being moved to the same supervisor/consultant position that Maehiro had post-Heavensward
- Some FFXI staff including its former lead producer being moved away from maintaining that game a few months ago, with the press release on it outright saying that SE wanted them to gain experience working on other games, rather than spending their careers maintaining a game past its prime
Granted, at this point in time, it seems like a stretch. Yet CBU3 making moves to develop XVII wouldn't be as obvious this time around, since they don't need to publicly move around as much staff and hire as many people for development anymore.
