Go to Control Panel --> System --> Advanced System settings --> Advanced Tab --> Performance --> Settings --> Advanced Tab --> Virtual Memory --> Change. Select the Drive where the game is installed and select the "System managed size" option. Click Apply or Ok and it should work, saw this issue in SO forums and that fixed it.
1. Go into Steam
2. Right-click the game.
3. Click Properties
4. Select the Local Files tab.
5. Click Verify Integrity Of Local Files and wait for that process to complete.
6. Try running the game again.
If that doesn't work then try this:
1. Completely uninstall the game.
2. Restart your computer.
3. Disable any anti-virus programs/anti-malware programs/etcetera. (Optionally, you can also try excluding the folder for the main Steam directory as well as the folder for your game install directory if that is different from the main Steam directory. You will need to exclude the folder(s) from every anti-virus/anti-malware/etcetera program.)
4. Open Steam.
5. Install the game.
6. Try running the game again.
Also, this is a fix that was for another game with a similar error (which may or may not work for this game):
1. Open your Control Panel.
2. Select Programs.
3. Select Turn Windows Features on or off.
4. Select the + symbol next to the Legacy Components folder.
5. Check the box next to DirectPlay.
6. Select OK.
